Why is it bad? This letter tells the hiring manager little about the applicant's qualifications or prior experience.
What to do about it? Easy. Tell the hiring manager why you're qualified for the job by giving a a brief recap of the resumes strongest points. But don't just cut and paste sections of your résumé into the cover letter. Instead select two or three strong skills or accomplishments that are relevant to the job ad you saw.
